Market Overview

The chemical structure of degradable plastics undergoes significant changes under special environmental conditions, leading to the loss of some properties. These plastics are classified based on plastic-related standard test methods and varying usage times. According to international standards, degradable plastics refer to those that can degrade in natural or composting environments, such as biodegradable plastics, photodegradable plastics, and hydrolytic plastics. Biodegradable plastics decompose in both aerobic (composting) and anaerobic (landfill) environments. When plastics undergo biodegradation, microorganisms metabolize the plastics into absorbable compounds or humus materials that cause less harm to the environment.

According to the composition of biodegradable plastics, they can be further divided into bio-based biodegradable plastics and fossil-based biodegradable plastics. Bio-based biodegradable plastics include starch-based, PLA, PHA, cellulose-based, etc., while fossil-based biodegradable plastics include PBAT, PBS, PCL, etc.

China's disposable biodegradable plastic products

Market drivers

  • Government support

As a policy-driven industry, the development speed of China's disposable biodegradable plastic products market depends on policies and regulations introduced by the government. For example, the 'Opinions on Further Strengthening Plastic Pollution Control' issued by the National Development and Reform Commission and the Ministry of Ecology and Environment in 2020 clearly stipulate that by 2022, the consumption of disposable plastic products will be significantly reduced, alternative products will be promoted, and the proportion of plastic waste resource utilization and energy recovery will drop significantly.

Local governments have also successively introduced supplementary policies regarding plastic pollution control. For example, in 2020, relevant government departments in Jilin Province recommended banning the production, sale, and supply of non-compliant plastic products, and gradually phasing out non-degradable express plastic packaging by 2025.

In addition, the 'Administrative Measures for the Use and Reporting of Single-use Plastic Products (Draft for Soliciting Opinions)' issued by the Ministry of Commerce in 2021 encourages the reduction of the use of single-use plastic products and the scientific promotion of the application of recyclable and biodegradable alternatives. Therefore, with the continuous implementation of favorable policies in recent years, the sales volume of single-use biodegradable plastic products has increased.

  • Technological development

Technological innovation has greatly promoted the industrial transformation and upgrading of the disposable biodegradable plastic product market. Most manufacturers of disposable biodegradable plastics (especially some leading ones) are committed to improving the performance of their products, such as size, thickness, color, load-bearing capacity, tear resistance, and light transmittance.

Advanced and mature technologies play an important role in manufacturing high-quality disposable biodegradable plastic products and reducing the costs and waste in the production process of such products. Therefore, advanced and mature technologies are conducive to the healthy development of the disposable biodegradable plastic product market.

  • The demand for biodegradable plastic products is increasing day by day

With the increasing awareness of environmental issues, the demand for biodegradable plastic products has been growing in recent years. In 2020, the Chinese government announced its goals for carbon peak and carbon neutrality, proposing to implement national self-determined contributions, aiming to reach a peak in carbon dioxide emissions by 2030 and strive for carbon neutrality by 2060.

The application of biodegradable plastic products, such as disposable biodegradable shopping bags, express packaging, and disposable tableware, is easy to recycle and decompose without the need for incineration, making a significant contribution to carbon reduction. Therefore, the increasing demand for biodegradable plastic products has driven the development of the market for these products.

Future trends and challenges of the market

  • Industrial chain integration

Industrial chain integration is a major development trend for optimizing resource allocation and promoting the widespread application of disposable biodegradable plastic products in the market. Manufacturers of disposable biodegradable plastic products tend to expand their business upstream, which will control raw material supply and save on raw material costs. At the same time, some manufacturers focus on changing disposable biodegradable plastic products for different downstream applications to develop customer resources. Therefore, industrial chain integration will promote the development of the disposable biodegradable plastic product market.

  • Import substitution of raw materials

Compared with internationally renowned biodegradable plastic resin manufacturers, the production technology level of Chinese biodegradable plastic resin manufacturers is relatively backward, and their product performance competitiveness is weak. For example, biodegradable agricultural film has high requirements for PBAT, and currently, Chinese manufacturers of biodegradable agricultural film heavily rely on imported high-quality PBAT from abroad. However, in recent years, with continuous investment in research and development, the technical level of some local raw material manufacturers has been continuously improving, gradually approaching international standards. Therefore, the increasing use of locally produced raw materials will significantly reduce the cost of biodegradable plastic products, thereby further increasing the profits of biodegradable plastic product manufacturers and promoting the sustainable development of the market.

  • There is a strong demand for disposable biodegradable shopping bags.

The increasingly stringent government policies and environmental regulations driven by plastic pollution are expected to prompt downstream industrial sectors to seek biodegradable plastic products. Therefore, disposable biodegradable plastic products with a wide range of applications are expected to benefit from this trend, accelerating their development speed. Especially as the penetration rate of biodegradable plastic products in disposable biodegradable shopping bags continues to increase, it is estimated that the sales revenue of disposable biodegradable shopping bags in the market for disposable biodegradable plastic products will reach 313 billion yuan by 2026, with a compound annual growth rate of 37.0% from 2021 to 2026.

  • Consumer behavior (challenges)

Environmental awareness has a positive impact on consumer behavior. Due to environmental considerations, many consumer groups prefer reusable shopping bags (such as canvas or mesh bags) over disposable ones (regardless of whether they are biodegradable). Therefore, the behavior of different consumers also affects the sales of disposable biodegradable plastic products.
