Recently, Dr. Wang Xin, Global Partner and Chairman of Frost & Sullivan in Greater China, was appointed as a new Shanghai Business Environment Experience Officer. Together with more than 200 representatives from experts, scholars, entrepreneurs, industry associations, and professional service organizations, he joins this observer team focused on “enterprise perspectives” to continue contributing his insights to improving the business environment in Shanghai.Frost & Sullivan, referred to as “Frost & Sullivan”,

In recent years, Shanghai has introduced eight versions of business environment improvement action plans and implementedmore than 1,200 reform measures. In 2022, the Municipal Development and Reform Commission took the lead in establishing a Business Environment Experience Officer mechanism, forming the first group of 100 municipal-level experience officers, while 16 districts established teams of over 800 district-level experience officers. Through in-depth “immersive” field research, these experience officers gather real business needs, identify policy implementation challenges, and help optimize government services, serving as an important bridge between government and businesses. The expansion of the new municipal-level team to over 200 members indicates the continuous deepening of Shanghai’s business environment reforms from a corporate perspective.

On October 14, the Shanghai Municipal Government held a meeting for Business Environment Experience Officers. Gong Zheng, Deputy Secretary of the Municipal Party Committee and Mayor of Shanghai, attended and spoke at the meeting. Wu Wei, Member of the Standing Committee of the Municipal Party Committee and Executive Vice Mayor, introduced the appointment of the new Shanghai Business Environment Experience Officers.

Mayor Gong Zheng emphasized that the business environment is the foundation for the survival and development of business entities, and also an important indicator of a city’s core competitiveness. The successful development of Shanghai’s business environment is due in part to the active role of Business Environment Experience Officers. He hopes that the new team will leverage their strengths, play a unique role, conduct in-depth experiences, provide expert advice, and continue to support Shanghai’s business environment. He expects everyone to participate more actively in business environment work, help identify issues earlier and resolve them more quickly, and propose more innovative and targeted“Golden Ideas” enable more precise and efficient policy formulation and implementation, helping us meet the highest international standards and best practices. Relevant government departments should fully support the work of experience officers, strengthen solution implementation, technology transfer, and environment creation for fulfilling duties, and promote the normalization, standardization, and efficiency of the experience officer mechanism..
