In power plant thermal systems, condensers, deaerators, feedwater heaters, and cooling towers. In the metallurgical industry, air or gas preheating in blast furnace steelmaking and rolling processes, evaporators and condensers in vapor compression refrigeration or absorption refrigeration in the refrigeration industry, sugar liquid evaporators and pulp evaporators in the sugar industry and paper industry are all examples of heat exchanger applications; in the production processes of the chemical industry and petrochemical industry, there are countless occasions where heat exchangers are applied.

1.2.1. Industry Supervisory Authorities
The heat exchanger equipment industry has developed relatively maturely, with a complete upstream and downstream industrial chain. The responsibilities of government departments mainly lie in industry planning and macro-control. Industry supervisory authorities include the National Development and Reform Commission (NDRC), the Ministry of Industry and Information Technology (MIIT), the Ministry of Science and Technology (MOST), the Ministry of Commerce, the State Administration for Market Regulation, etc.
(1) National Development and Reform Commission (NDRC)
The National Development and Reform Commission implements the guidelines, policies, and decision-making arrangements of the Party Central Committee regarding development and reform work. It is responsible for formulating and implementing national economic and social development strategies, medium- and long-term plans, and annual plans, putting forward overall goals, major tasks, and relevant policies for accelerating the construction of a modern economic system and promoting high-quality development, coordinating the main goals of national economic and social development, monitoring, forecasting, and early warning of macroeconomic and social development trends, and putting forward suggestions for macro-control policies. The NDRC formulates and approves industrial policies and industry standards for the heat exchanger equipment industry.
(2) Ministry of Industry and Information Technology (MIIT)
The MIIT is responsible for formulating and implementing industry plans, industrial policies, and standards; monitoring the daily operation of industrial sectors; promoting the development and independent innovation of major technical equipment; managing the telecommunications industry; guiding and promoting informatization construction; coordinating the maintenance of national information security, etc. The MIIT formulates product standards, industrial policies, and industry plans for China's heat exchanger equipment industry, and conducts macro-control over the development direction of the industry.
