Currently, China's AI infrastructure is driven by both national strategic layout and market demand, showing a rapid development trend. By 2024, the total national computing power scale had exceeded 280 EFLOPS (equivalent to 20 billion floating-point operations per second), ranking second globally. Among this, the scale of intelligent computing power reached 90 EFLOPS, accounting for more than 30%, nearly tripling compared to 2019. This development benefits from the advancement of national projects such as 'East Data West Computing.' The project constructs national computing hub nodes in eight regions including Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, and Chengdu-Chongqing, and plans for 10 large data center clusters, aiming to build a unified national computing power network system. It utilizes the energy advantages of the western region to support the eastern computing power demand and promotes the intensive and green development of computing resources. At the technical level, domestic AI chips (such as Huawei Ascend and Cambricon Siyan) continue to improve in performance, advanced cooling technologies such as liquid cooling are widely applied, and the construction of intelligent computing centers has accelerated. At the same time, policy and market environment optimization have been achieved. Documents such as the 'High-quality Development Action Plan for Computing Power Infrastructure' have clarified development goals, and many regions have also introduced detailed support measures. The explosion of generative AI and the intelligent transformation of traditional industries have generated massive computing power demand, driving AI infrastructure to accelerate its evolution towards autonomy, controllability, green low-carbon, cross-regional interconnection, and inclusiveness.
Against this backdrop,Frost & Sullivan (hereinafter referred to as 'Frost & Sullivan') in conjunction with LeadLeo Research Institute, hereby release the '2025 China AI Infrastructure Market Report'. This report aims to track the technological and market development status of AI infrastructure, user core needs insights, clarify market demand, and combine with market development prospects to assess the position of various competitors in the AI infrastructure field.
