On July 23, 2021, the 15th GIL Growth, Innovation and Leadership Summit 2021 and the live broadcast event of the Top 100 Most Tech-Powered Companies by Frost & Sullivan (hereinafter referred to as 'Frost & Sullivan') successfully concluded at the China Financial Information Center in Shanghai.

 

Based on a comprehensive understanding of strategic technological forces and thorough research into six frontier fields including new-generation artificial intelligence, quantum information, integrated circuits, brain science and brain-inspired research, genetics and biotechnology, clinical medicine and health, Frost & Sullivan, in collaboration with its strategic partner LeadLeo, officially released the 'White Paper on the Role of Technological Strength in Supporting National Strategic Development 2021'.

Aiming at cutting-edge fields such as new-generation artificial intelligence, quantum information, integrated circuits, brain science and brain-inspired research, genetics and biotechnology, clinical medicine and health, a number of forward-looking and strategic national major scientific and technological projects will be implemented.

On March 13, 2021, the Outline of the Fourteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035 (referred to as the '14th Five-Year Plan') was officially released. The plan further elevates the importance of technological innovation in the overall modernization drive of our country, makes systematic strategic arrangements for national economic and social development over the next five to fifteen years, and is crucial for the medium- to long-term development of the Chinese economy.

 

The 14th Five-Year Plan proposes formulating an action plan for building a strong science and technology country, and improving the new type under the conditions of socialist market economynational systemLay a solid foundation in key core technologies and enhance the overall efficiency of the innovation chain.

 

Aiming at the cutting-edge fields of new-generation artificial intelligence, quantum information, integrated circuits, brain science and brain-inspired research, genetics and biotechnology, clinical medicine and health, a number of forward-looking and strategic national major scientific and technological projects will be implemented.

 

Compared with the 13th Five-Year Plan, this plan has added new applications of 'Integrated Circuits' and 'Genetics and Biotechnology' in the medical field. At the same time, the ranking of 'New Generation Artificial Intelligence' technology has been significantly improved, becoming the top priority of national major science and technology projects, with a further upgrade in its importance.

 

The current 14th Five-Year Plan has set three main development goals in terms of innovation-driven development:

 

Firstly, the total R&D expenditure of society has increased by more than 7% annually on average, striving to achieve an investment intensity higher than that during the '13th Five-Year Plan' period, with basic research funding accounting for more than 8%.

 

Secondly, the number of high-value invention patents per 10,000 population is expected to reach 12 by 2025, nearly doubling compared to the 6.3 in 2020.

 

Thirdly, it is required that the added value of core industries in the digital economy accounts for 10% of GDP by 2025, up from 7.8% in 2020.
